FILING OF CERTIFICATE OF CANDIDACY (COC) FOR THE ELECTION OF REPRESENTATIVES
As an independent body, Election Committee (Elecom) shall promulgate rules and regulations
which shall govern the conduct of Representative elections in accordance with the provisions of the PECCI
By-Laws, RRI of the 2012 Omnibus Election Code and Revised RRI of Republic Act 9520 specifically:
WHEREAS, under Section 2, Article VIII of the RRI of the 2012 Omnibus Election Code, the
Elecom may conduct the election of Representatives through mail or any other mode of election in order not
to disrupt the regular office hours of PLDT and to avoid as much as possible the use of company time and
facilities.
WHEREAS, Section 7, Article II of the PECCI By-Laws, a Member in Good Standing (MIGS) is
one who:
a. has paid the required membership fee, the value of at least one (1) Common Share
as provided in Section 4 of this Article, and participated in the capital build-up through regular
savings;
b. is not delinquent in the payment of his subscribed capital contributions;
c. has been paying at least 50% of his total scheduled dues and amortization for
the last six (6) months;
d. has not violated any provision of these By-Laws, rules and regulations,
circular/memoranda and other issuances of the Cooperative Development Authority (CDA), membership and
subscription agreements and other instruments required of him to execute as provided in this By-Laws
or as prescribed by the Board of Directors (BOD);
e. patronizes the business of the Cooperative;
f. complies with the obligation, duties and undertaking of membership.
WHEREAS, Section 6, Article II of the PECCI By-Laws, every member shall have the
following duties:
...
a. Pay the installment of his share capital subscription as it falls due and
participate in the capital build- up and savings mobilization activities of the Cooperative;
b. Patronize the Cooperative's businesses and services;
c. Participate in the membership education programs;
d. Attend and participate in the deliberation of all matters taken during
membership meetings;
e. Observe and obey all lawful orders, decisions, rules and regulation
WHEREAS, Section 2.26 of the Revised RRI of RA 9520, MIGS refers to a regular
member who is entitled to vote and to such other privileges as provided in the by-laws.
WHEREAS, through a Board Resolution No. 154, the PECCI BOD has approved and
accepted the certified list of MIGS who are eligible to run as Representatives. This will serve as
reference by the Election Committee for the subsequent communication of information and/or updates related
to the conduct of the Representative election.
WHEREAS, Section 4, Article IV, of the RRI of the 2012 Omnibus Election Code, the
members of the RA of the Cooperative shall possess the following minimum qualifications:
a. Has been a regular member of the Cooperative for not less than two (2) years;
b. Has been MIGS as defined elsewhere for not less than two (2) consecutive years;
c. Has never been declared delinquent in its financial obligation for not less than
two (2) years;
d. A regular employee or member of the organizational unit or chapter which he/she
represents;
e. Not under suspension at the time of filing his/her candidacy and/or election
WHEREAS, through the certified MIGS list, Elecom will send the schedules and
guidelines governing the filing of COC in connection with the election of Representative.:
NOW, THEREFORE, be it resolved, as it is hereby resolved, that aspirant members have
three options in submitting their COC:
a. Accomplish the COC thru the attached file (soft copy of COC) and send it to
pecci.elecom@pecci.com.ph
b. Access the link https://bit.ly/PECCICOC for the automated COC filing
c. Submit the accomplished COC to our PECCI Office on or before November 13, 2021
RESOLVED FURTHER, as it is further resolved, that all COCs received shall be
acknowledged within five days of receipt. Only duly accomplished COCs together with the 2 x 2 ID
picture received through the abovementioned channels shall be recognized and processed.
RESOLVED FINALLY, that PECCI members are enjoined to update their respective email
addresses, if not yet updated, through the PECCI website or through pecci.elecom@pecci.com.ph on or
before November 10, 2021. Said email address shall be the basis of Elecom for the sending of subsequent
announcements and email notifications related to the conduct of the online Representative election.
